During the week 23-29 August 2003 The Scotsman and The Times both reported interest in Scottish Labour Party circles in reforming the voting system for the Scottish Parliament along the lines (single transferable vote in multi-member constituencies) advocated by Lord Steel of Aikwood in his Dewar Lecture earlier in the month (see No 241). It was noted that STV was the system to be introduced for local government in Scotland in forthcoming legislation.
