Back in July 2007 Justice Secretary Kenny MacAskill visited Tulliallan Police College and announced a review, declaring an intention to introduce legislation preventing the use of alcohol as a mitigating factor in cases.  http://www.scotland.gov.uk/News/Releases/2007/07/17091325  He said,
