On 9 February 2004 the Lord Chancellor and Secretary of State for Constitutional Affairs made the following statement to the House of Lords ( a similar statement was also read in the House of Commons):

We will bring forward legislation to create a Supreme Court. Under our proposals the Supreme Court for the United Kingdom will replace the existing system whereby the Law Lords operate as a committee of this House. The Supreme Court will exercise the same appellate jurisdiction as the Appellate Committee presently exercises
