The Electoral Commission’s commissioned independent review of the failings which led to chaos at the Scottish parliamentary and local government elections in May 2007 (see No 644) was published on 23 October 2007 (see http://news.bbc.co.uk/2/shared/bsp/hi/pdfs/23_10_07_votereport.pdf for the full text).  The report was commissioned because, in the Commission’s own words, our involvement in the arrangements for these elections meant that it would not be appropriate to report in the way which had become established”.  The author of the report was Ron Gould CM
